Rebanding is not a voluntary action. This is an FCC-mandated process leaving EBS Licensees no choice in making the move.

5 Phases of Transition

Initiating the Transition:(Jan 10,2005—Jan 19, 2009)

  • Serve "Transition Notice" on licensees
  • Proponent requests data from licensees
  • Initiation Plan filed with FCC

The Transition Plan:(Maximum of 90 days)

  • Proponent provides plan to licensee
  • Licensee has 20 days to respond
  • Refer to Safe Harbor or use ADR

Reimbursement:

  • Proponent to pay all costs of EBS Transitioning and migrating video programming and data tracks
  • EBS facilities must qualify for cost-free transition

Transition:(maximum of 18 months from end of planning stage)

  • Replace downconverters at qualifying receive sites
  • Migrate qualified EBS video programs & data tracks
  • Terminate operations in old band

Post-Transition:(Maximum of 30 days from completion of Transition)

  • Proponent and Licensees file joint notice of completion with FCC
